Subordinate Judiciary in Odisha is made crippled by way of implication

Subordinate Judiciary in Odisha is made crippled by way of implication, not by statute:- In the event FIR is lodged and police registers the same by applying some provisions/offences of IPC and the offence if non-bailable and trail by Sessions, the court of First Instance having original jurisdiction is made unable to look at the offences and with a remark”without jurisdiction” and the bail prayed for be rejected making a corridor for the higher court ,may it be egg throwing u/s 307 of IPC .Hence question before us who is powerful:Police or Judiciary ??????
